That result matters.
A material testing under 1% asbestos may be handled differently than a regulated asbestos-containing material, depending on the project, condition, and applicable requirements. But that does not mean it should automatically be treated like regular construction debris.
The asbestos percentage helps determine how the material is classified and how the removal should be planned. But the percentage is only one part of the decision.
Other factors also matter:
How bonded is the flooring to the substrate?
Is the backing brittle?
Will the material stay intact during removal?
Is the adhesive or mastic part of the tested material?
Will scraping, sanding, grinding, or demolition disturb the flooring?
Is the project residential, commercial, renovation, restoration, or demolition?
These details affect how the material should be removed, packaged, and disposed of.
Sheet vinyl flooring can include multiple components. The top layer may be visible, but the backing, felt layer, adhesive, and mastic can be the bigger concern during removal.
If the flooring comes up cleanly, the job may be simpler. If the backing separates, flakes, or sticks to the floor, the scope can change quickly.
This is why testing and removal planning are important before flooring demolition begins. Guessing in the field can lead to dust, debris, delays, and unnecessary cleanup.
For contractors, restoration companies, and property owners, the safest approach is to review the lab report before removal starts. The report helps determine whether the material is non-asbestos, less than 1%, or regulated asbestos-containing material.
That information affects the work plan.
A flooring project may look simple, but if the material is old, layered, brittle, or bonded tightly to the floor, it needs to be approached carefully.
